Four official agency forecast sources

US federal procurement forecastsbefore solicitation

Download current acquisition-planning records and observed changes from DHS, Energy, Education and Justice. Use the free files to find possible demand earlier—then verify any actual notice, requirement and deadline on SAM.gov.

Read before qualification

A four-agency planning snapshot—not a solicitation database.

Coverage: v1 combines DHS APFS, DOE Headquarters and Federal Field Office, Education, and Justice forecast records. It is not all federal agencies and not every forecast published by a covered department.

Collection versus publication: WebTruffle checks the sources daily. Agency publication cadences vary from source to source, so daily collection does not mean agencies add or revise records every day.

Planning only: projected requirements, values, dates, competition and set-asides can change or disappear. These records are not pre-solicitation synopses, invitations for bids, requests for proposals or commitments to buy.

Absence is not cancellation: not_in_current_snapshot records an observed source-state change only. Verify the official source and SAM.gov before acting.

Manifest-gated products

Separate current state from observed change.

A download is enabled only when the latest release manifest names it. Use the forecast snapshot for current-source analysis and the changes product for differences from the prior accepted edition.

How to read this preview

Open schema & data dictionary ↓
  • 3 source systems represented in these bounded rows.
  • Values, dates, acquisition strategies and set-asides are source-published planning information, not guarantees.
  • WebTruffle checks daily, while the covered agencies publish on their own cadences.
  • Named contacts, email addresses and phone numbers are omitted from the bulk edition; use the official source link.
  • Blank source titles remain blank in downloads; this preview labels them [title not published by source] instead of hiding the record.

Responsible uses

Find a planning signal, then verify the procurement.

Agency and category targeting

Filter covered records by agency, contracting office, NAICS and place of performance to find possible demand aligned with your capabilities.

Small-business planning

Review source-published set-aside and competition fields as early indicators, not final acquisition decisions.

Timing and pipeline review

Use projected solicitation, award and performance timing only as planning ranges, then monitor SAM.gov for the actual notice.

Change triage

Route newly observed and updated records for review. Investigate disappearance without silently labelling it cancellation.

Official sources & freshness

Four source contracts, four honest boundaries.

Federal procurement forecasts are distributed across agency systems. WebTruffle preserves the source identity and link instead of presenting the normalized snapshot as an authoritative record.

Department of Homeland Security

Acquisition Planning Forecast System (APFS)

Official source

DHS describes APFS as anticipated contract actions over $350,000 and a planning resource for prospective prime and subcontracting opportunities.

Agency cadence: DHS policy calls for quarterly review and updating; the live system can change between reviews.

Department of Energy

Headquarters and Federal Field Office Acquisition Forecast

Official source

The collected DOE product covers the Headquarters and Federal Field Office forecast linked by DOE and described there as updated monthly.

Agency cadence: DOE describes this source as updated monthly.

Department of Education

Forecast of ED Contract Opportunities

Official source

The current official source is ED's FY 2026 forecast. ED says items depend on appropriated funds and may be delayed or cancelled. The adapter excludes footer rows whose only populated cell starts with Disclaimer:, Discalimer:, or Note:; source health reports source, published and excluded-footer row counts.

Agency cadence: Education publishes dated editions; its page does not promise a regular update schedule.

Source rows 372 · published 370 · footer rows excluded 2

Department of Justice

Forecast of Contracting Opportunities

Official source

DOJ describes its forecast as FY 2026 and later planned procurements above $250,000, with quarterly source updates.

Agency cadence: DOJ says forecasts are updated quarterly.

Schema & data dictionary

Fields preserve source meaning and observation state.

The 62-field public schema keeps source provenance, uses nulls where a concept is not published, and does not infer missing values, final procurement decisions or personal contact data. Exact DOJ solicitation and award dates stay separate from quarter or other planning text in the corresponding timing fields.

For DOJ, source_identifier_method is unique_action_tracking_number only when the published reference is unique and not a placeholder. Missing, placeholder or duplicate references use derived_composite_missing_placeholder_or_duplicate_tracking_number. The derived DOJ composite includes place_of_performance and place_of_performance_country alongside its other normalized identity inputs.

content_hash excludes source_url and observation-only provenance. The official link remains in every row, but a link-only change does not become a substantive content update. Any retained narrative containing an email address is replaced wholesale with [contact information omitted].

Free data or managed delivery

Start public. Scope only the missing work.

The free edition is a daily snapshot from four official agency forecast sources, with observed changes and no bulk contact fields. Managed work can add longer history, more agency systems, forecast-to-SAM.gov or award matching, qualification rules, alerts and tailored delivery without changing the public edition's stated boundaries.

Methodology

A reproducible daily observation.

  1. 01

    Set the edition

Run a same-day America/New_York collection against the four declared official sources; agency publication cadence remains independent.

  2. 02

    Collect source records

Require each adapter to satisfy its own completeness and validation contract. An unreachable or malformed source does not become a successful empty result.

  3. 03

    Normalize without invention

Map shared planning concepts while preserving source identity, nulls, official links and source-specific coverage notes. Replace a retained narrative wholesale when it contains an email address.

  4. 04

    Compare and publish

Hash substantive normalized content while excluding source_url and observation-only provenance, emit current and change products, validate checksums and publish only manifest-declared assets.

Questions

Use forecasts without turning projections into facts.

Is this US federal procurement forecasts dataset free?+

Yes. Manifest-present CSV, JSON and JSONL files can be downloaded without an account, email address or payment details.

Which agencies are included?+

Version 1 covers four official sources: DHS APFS, the DOE Headquarters and Federal Field Office forecast, the Department of Education forecast, and the Department of Justice forecast. It is not a government-wide inventory.

Does the dataset include every US federal procurement forecast?+

No. Federal forecasts remain distributed across agency systems. GSA's centralized FCO tool was not reliably reachable from the production collector during v1 validation, so it is documented as a known gap rather than counted as coverage.

Are forecast records open solicitations?+

No. They are planning records, not invitations for bids, requests for proposals or commitments to purchase. Verify actual notices, requirements and deadlines on SAM.gov and the official agency source.

Do agencies publish new forecast records every day?+

Not necessarily. WebTruffle checks the covered sources daily, while agency publication cadences vary. A fresh edition with no observed changes is therefore a valid result.

What does not_in_current_snapshot mean?+

It means a previously observed record was absent from the latest accepted source snapshot. It does not prove cancellation, deletion or award and should be investigated at the official source.

Are forecast values and dates guaranteed?+

No. Values are source-published estimates or ranges and dates are projections. Funding, requirements, acquisition strategy, competition and timing can change before solicitation.

Are agency contact details included in bulk downloads?+

No. The free bulk edition omits named contacts, email addresses and phone numbers. If any retained narrative field contains an email address, its entire value is replaced with [contact information omitted], rather than partially redacting the address and leaving adjacent contact details. Use source_url to review the current official record.

Need forecasts connected to live opportunities?

Bring the agency, history, matching or delivery gap.

We can assess more agency systems, longer history, forecast-to-SAM.gov or award matching, qualification rules, alerts and tailored delivery without gating the public files.
